Tweaked Laravel Preset

The Laravel core team have changed their code style guide for the placement of the outer braces belonging to anonymous classes. To accomodate this, we’ve introduced a new laravel_braces fixer (conflicting with the psr2_braces, psr12_braces and symfony_braces) fixers, replacing the psr12_braces braces fixer in the Laravel preset.
